The Philosophy
"Change takes time so therefore time should be taken to manage the change"
This philosophy is accepted by insurance companies who will on occasions assist in funding a training programme which will reduce the client risk and therefore their own risk in ?Carrying? the insurance. In addition, the Enforcing Agencies (H.S.E.) also need evidence of an Effective Safety Management System; as required under the Management of Health & Safety at Work Regulations 1999. An employer who can produce a long term training plan to the H.S.E. is able to provide evidence of this effective planning, thus reducing the likelihood of Enforcement Action.
The Methodology
To manage a change in culture and attitude, organisations recognise the merit in programming in a long term Risk management regime.
Training should be an on-going strategy and should ideally commence with a Directors Briefing so that commitment at the highest level can be gained.
The emphasis is on Directors and Senior Management gaining the co-operation of the workforce so that comprehensive information is passed up the chain of command, thus making informed decision making truly effective.
Directors are also encouraged to present a consistent approach to health & safety compliance as on occasions the workforce receive "mixed messages" as to how Directors want the organisation to operate.
Following the Initial Directors Briefing, training is tiered in the following order:
- Executive Seminars - for senior management
- The management of safety issues and of personnel - for middle managers
- Team Building - for supervisory levels
- Co-operation, team membership and safety representation - for employees
The proof as to whether or not training has proved effective is a demonstration that all levels have changed their attitude to health and safety.
Finally, organisations are required to provide written evidence that staff have received comprehensible information, instruction and training. This can only be achieved through testing. Angela Taylor Training is able to provide both bespoke training and testing methods.
